JOB PURPOSE:

Plans, implements and maintain reliable, efficient and cost-effective Telecommunications Systems to fulfill the organization’s requirements in the best possible manner. Ensures integrity, security, safety and high performance of the Telecommunications Systems.

4. KEY ACCOUNTABILITIES

Job Description

Coordinates, directs and participates in the design, planning, commissioning and maintenance of Telecoms Systems and equipment at NASR Field.

Rules and Responsibility
• Organizing and supervising the design, operation and maintenance of the telecommunication links and equipment in line with the recommended standards and performance levels for the telecommunication support for the fields.
• Prepares and monitors first and second line maintenance of vital communication systems/equipment.
• Prepares specifications for telecommunications service contracts and required equipment/services and perform the Annual Maintenance Contact for Telecoms critical equipment in order to maintain high availability and reliability.
• Supervise Telecom specialists and Technicians and co-ordinate with Abu Dhabi team.
• Follow-up all installation, maintenance, commissioning and operational activities for a variety of telecommunication services to various users.
• Supervises and monitors contractor’s workforce carrying out repairs, installation and commissioning of existing and new equipment to ensure adherence to approved Telecoms standards/Codes and compliance with provision of contracts
• Prepares technical specifications and scope of work to approved standards for various Telecoms projects, evaluate technical bids and prepares evaluation reports.
• Recommend and implement appropriate solutions for operational problems/anomalies of Telecommunication Equipment/Systems at Field.
• Actively participate in FAT, SAT, Commissioning activities for all Telecoms equipment and systems, and prepares punch lists and follow-up the progress of the punch list.
• Participates in various commercial activities as required such as preparing PRs, CRs, MRs and, VAPs, coordinates the inspection of materials with Material Control Section, and Mussafah Stores, evaluates technical offers, prepares Service Orders, answers technical queries from suppliers.
• Ensures the detailed implementation of the scheduled safety programs within area of responsibility is progressed as per agreed target. Ensures availability of adequate system spares for effective operation.
• Performs other related duties for Engineering such as preparing technical reports, assisting in development of the ongoing 5-year work program, evaluating and writing off obsolete/old equipment, updating engineering and technical documents and manuals.
• Work in line with HSE policy, and ensure awareness and compliance of HSE rules and regulations by subordinate.
• Guides, directs and supervises subordinates to ensure they work to their best potential and contribute effectively as a team.

Supervision
• Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
• Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.

Budgets
• Provide input for preparation of the Department/ Section budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.
• Investigate and highlight any significant variances to support effective performance and cost control.

Policies, Systems, Processes & Procedures
• Implement approved Department / Section policies, processes, systems, standards and procedures in order to support execution of the Department / Section’s work programs in line with Company and International standards.
• Comply with all applicable legislation and legal regulations.

Performance Management
• Contribute to the achievement of the approved Performance Objectives for the Department / Section in line with the Company Performance framework.

Innovation and Continuous Improvement
• Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
• Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability
• Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices

Reports
• Provide inputs to prepare MIS and progress reports for Company Management.

5. COMMUNICATIONS & WORKING RELATIONSHIPS:
• Coordinate with the other Telecommunication disciplines whenever the alignment work required.
• Regular contact with external parties such as service provider companies (Etisalat & du) and other OPCOs to discuss work requirements and to evaluate performance.
• Regular contacts with project team to discuss Telecoms related issues.
• Frequent contact with Materials Operations Team, Das Stores and Mussafah Stores at own level for preparation of inspection and shipping of equipment.

6. QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification
• Bachelor Degree in Telecommunications/Electronics Engineering discipline or equivalent.

Minimum Experience & Knowledge & Skills
• Experiences in engineering and hardware maintenance. Professional in English Language with good communication skills.

9. WorK Condition:
• Approximately 20% of the work time is spent in an air-conditioned office.
• 80% outside.
