Brief Posting Description

Responsible for managing and directing the planning, designing, implementing, and documenting of new, existing, and/or modifications of telecommunication and Internet Protocol (IP) networked systems and facilities. Develop and maintain standards and procedures for telecommunications and IP network engineering design and installation requirements for generation and transmission facilities and subsystems. Develop standards and procedures for system level engineering required for design and system additions.

Note : There is one position available, and this position will be filled at one of four job grade levels: Engineer I (Telecommunications Engineering); job grade 7; Engineer II (Telecommunications Engineering), job grade 8; Engineer III (Telecommunications Engineering); job grade 9 or Senior Engineer (Telecommunications Engineering), job grade 10. This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Senior Engineer (Telecommunications Engineering)

Hiring Salary Range: $110,000-$150,000

Engineer III (Telecommunications Engineering)

Hiring Salary Range: $100,000-$135,000

Engineer II (Telecommunications Engineering)

Hiring Salary Range: $86,000-$116,000

Engineer I (Telecommunications Engineering)

Hiring Salary Range: $78,000-$105,000

Job Requirements

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
• Direct the design, specification preparation, task implementation, construction, installation, test, and evaluation for the Interconnected Telecommunications System (ITS).
• Develop and maintain standards and procedures for telecommunications and network engineering design and installation requirements for generation and transmission facilities and subsystems.
• Develop requirements, procedures, methods and operating/workflow models for the CrossBow network, servers and workstations.
• Develop standards and procedures for system level engineering required for design and system additions.
• Coordinate with Energy Management System (EMS) personnel to assure telecommunications engineering support of EMS and CrossBow network requirements.
• Provide project management support in planning, scheduling, costing, coordinating, and monitoring system/facility acquisition and installation/testing activities.
• Coordinate with Telecommunications/EMS Maintenance personnel to assist in the development of maintenance procedures and analysis of operations and maintenance problems.
• Direct the design, acquisition and operation of telecommunications systems and services.
• Assure compliance with North American Electric Reliability Corporation (NERC) Cyber Security requirements to include development and on-going administration of policies and procedures and work closely with Reliability Compliance Department to ensure regulatory compliance.
• Manage CrossBow Compliance tracking and reporting tools.
• Perform audit and compliance activities including, but not limited to: audit prep, audit interviews, mitigations, periodic review of the logs; monitor and follow-up on apparent unauthorized access and security violations; perform periodic reviews to evaluate the effectiveness of security practices; and identify security risk areas and advise Management of these risks.
• Create business process documentation and operating/workflow models, which include both documentation of operational processes, and modeling of future state operations to create improvements and efficiencies.
• Report on control maturity, compliance status and gap identification.
• Participate in the development of short-, mid-, and long-range telecommunications plans and policies.
• Provide field engineering support/assistance related to the bulk power system protection, equipment, and controls, as required.
• Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job.
• Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

REQUIRED JOB QUALIFICATIONS

Education and Training
• Bachelor's degree in electrical engineering, electronics, or a related engineering field.

Knowledge, Skills, and Ability:
• Extensive knowledge of engineering principles and practices relating to telecommunications and IP networking.
• Ability to apply principles and practices of computer science and information systems.
• Ability to apply principles and practices of basic computer hardware, operating systems and software applications.
• Ability to apply principles and procedures of quality assurance and security related to computer applications.
• Working knowledge of microwave radio systems and path calculations, VHF and UHF radio systems, telephone systems and equipment, data communications equipment, and cable plant.
• Working knowledge of government regulations, including NERC CIP standards, impacting communications.
• Ability to communicate effectively, both verbal and written.
• Ability to maintain effective working relationships.

Experience:
• Eight (8) years of progressive experience in design, construction, operations and maintenance of fixed telecommunications-electronics systems and IP networks. Note: The above requirements describe the experience and education qualifications for the Senior Engineer (Telecommunications Engineering). Those with less experience will be hired at the I, II or III job grade level.

Other:
• Willingness to travel up to 20 percent of the time on an annual basis. (Must possess a valid driver's license.)
• Must be able to demonstrate that he/she can perform all of the essential functions of the position.
• Experience in communications site selection, desired.

DESIRED JOB QUALIFICATIONS
• Experience installing, configuring, and managing VMware virtualization technologies
