Apply now for this exciting job opportunity if you possess the technical knowledge, skills, and abilities to manage electrical and electronic engineering projects, and daily maintenance schedules in the Field, for the Commonwealth of Virginia’s Statewide Trunked Agencies Radio System. You will be issued a work vehicle, tools, safety gear, laptop, and specialized Communications test equipment to design, improve, deploy, and maintain the State of Virginia’s Public Safety-First Responder Communications Network. Join a team of approximately 65 Technical Support Staff located Statewide, to ensure critical First Responder Communications are available 24/7 for twenty- two State Agencies and several Localities.

•Establishes maintenance and repair work priorities, assignments, and schedules to meet the requirements of both internal and external customers. This involves collaborating with engineers, provisioning, and commissioning new communications infrastructure, to include power plants, standby power, Land Mobile Radio (LMR), Point to Point Microwave, Antenna Systems, Supervisory Control and Data Acquisition (SCADA) Systems, Dispatch Center configurations, and environmental systems for equipment shelters, throughout the Statewide Agencies Radio System (STARS) Communications Network.
•Manages the daily activities of the Field Install Communications Supervisor, and Field Install Communications Technicians.
•Serves as Communications Division liaison for the Department with other Agencies and Contractors to coordinate installation and maintenance requests.
•Acts as Departments Project Manager for STARS Microwave and LMR projects involving co location at STARS sites being handled by Contractors.
•Serves as Technical liaison for coordinating lease agreements with private entities for tower space.
•Manages the documentation of engineering, installation, Automated Inventory Management System (AIMS), and maintenance procedures for STARS network, power, fixed and mobile radio equipment, towers, and antennas.
•Enters all documentation into Division Archives.
•Assures compliance with engineering and manufacturer’s standards and compliance with FAA/FCC rules and regulations.
•Manages subordinates time reporting, expense vouchers and bill payment in a timely manner as it pertains to Field Install Communications Technical Supervisor, and Field Install Technicians positions.
•Provides input to the Departmental budget on time as required.
•Creates and maintains Continuity of Operations (COOP) manual for the Telecommunications Engineer position.
•Manages Subordinate Staff in proper documentation of STARS Assets during installation, emergency replacement of, and surplus of, STARS and Virginia State Police (VSP) assets.
•Provides guidance to field installation and repair personnel assuring quality, proper training, and cost effectiveness.
•Monitors field Installation employee performance, documents work performance, provides timely feedback, and counseling, when performance issues arise.
•Develops and provides guidelines for cross training, and desk procedures to subordinate staff.
•Maximizes performance and morale through effective leadership.
•Supervises assigned staff by establishing priorities, evaluating performance, assessing developmental needs, and correcting substandard performance and discipline issues as they occur.
•Communicates clearly and concisely with staff and encourages staff to maintain open communications.
•Effectively identifies and resolves personnel conflicts.
•Communicates safety issues with employees to ensure a safe workplace.
•Continuity of operations is maintained through cross-training and development of current desk procedures.
•Safety issues are reviewed and communicated to subordinates to assure a safe and healthy workplace.
•Stress Indicators are documented and reviewed quarterly.
•Workplace injuries are reviewed, and the SP-1 Workplace Safety Report is completed indicating corrective action necessary.
•Safety is discussed at Division meetings and unsafe conditions are corrected and unsafe acts are not tolerated.
•May be required to perform other duties as assigned.

Minimum Qualifications

•Considerable knowledge of electrical/electronic theory including current installation and maintenance standards for electrical power, Radio Frequency (RF) site grounding, land mobile and fixed radio systems, and spectrum analysis to identify RF interference; and of communications test equipment (spectrum analyzer, communication service monitor, signal
generator and power meter); microprocessor applications and software knowledge.
•Working knowledge of public safety communications systems, Federal Aviation Administration and Federal Communications Commission (FAA/FCC) rules and regulations relative to public safety radio systems; and supervisory principles and practices.
•Skill in operating a computer and using Microsoft Applications.
•Demonstrated ability to manage and supervise a large statewide technical staff and coordinate, evaluate, and establish priorities for internal and external customers; to communicate effectively both orally and in writing in English; to develop project and status reports; and to lift up to 50 pounds unassisted.
•Graduation from high school or equivalent.
•Experience with microwave radio and land mobile radio, or equivalent training and experience (formal military or civilian trade school electronics training).
•Possession of an FCC General Radiotelephone Operators License or recognized equivalent within one year of accepting this position.
•Possession of a valid Virginia Driver's License.
•Experienced with Asset Management accepted practices necessary to document and locate State owned assets from purchase to end of life disposition.
•Frequent statewide overnight travel is required.
