Description
The Civil Engineer will supervise, and review infrastructure projects such as transportation systems, including ports and provide professional technical advice and input relative to civil engineering for port and port related infrastructure projects.
Responsibilities
• Review designs and specifications for new structures and facilities and modifications to existing structures, facilities, and systems considering site location, size, and layout of structures, placement, and treatment of materials, proportions, and placement of structural members, capability of supporting utility systems, etc. to ensure construction meets all relevant civil engineering standards, practices, and requirements.
• Analyze construction project schedule and budget for feasibility and accuracy, prepare independent Government cost estimates of work to be performed, and review proposals and drawings to verify completeness of scope, method of execution, identification of tasks and unit prices.
• Analyze proposed modifications to grant agreements for impact to construction schedule, project scope, budget, infrastructure service life, and resiliency.
• Conduct site visits to inspect construction work and communicate civil engineering concepts, issues, concerns, and other information to grantees and their engineering partners.

Qualifications
• Required: Bachelor’s degree in civil engineering or closely related field
• Required: at least five (5) years’ relevant experience in the engineering of infrastructure or large civil works projects
• Required: Experience in managing the design, engineering, or construction of Federal or State funded transportation infrastructure projects.
• Required: Experience in engineering complex marine infrastructure, road, bridge, or rail projects.
• Preferred: Licensure as a Professional Engineer (PE)
