Summary

The Veterans Health Administration VHA has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential HR functions and services to the network level. This improvement to HR service delivery will best support the needs of the network's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff.

Duties

Major Duties: Classifying PDs, Functional Statements (FS) and Consistency; Reviews PD and classifies positions, explains findings through in-depth written evaluation statements, and signs Optional Form-08 for PDs, including one-of-a-kind, complex, rare, unusual and standardized PDs. The PDs are for professional, scientific, research, development, administrative, technical, and other fields and include those affected by new or emerging technology, new VA initiatives, and where the organizations serviced are complex, new, or are evolving dynamically.
• Assesses information related to the classification request from the customer and/or HR staff on positions that are general schedule, wage system, leaders, or supervisors. Researches and analyzes documentation to support classification actions.
• Develops methodologies to aid in understanding the organization's needs and goals for the position. Work entails identifying, interpreting, analyzing, cross-referencing, and applying classification standards, flysheets, functional guides, and OPM, VA and VHA guidance to render technically correct classification determinations for Title 5 positions.
• Makes fine distinctions in the proper crediting of factor levels and ultimate allocation of grade levels.
• Communicates grade variations to management with supporting criteria and justification to foster understanding and acceptance of findings.
• Performs position reviews to affirm or correct classifications when directed by VA, VHA, OPM, and as warranted. Independently resolves difficult issues and problems requiring consideration of the total HR management program.
• Develops statements of difference for career ladder positions, addendums and appropriate non-competitive promotion actions, ensuring criteria is met. Coordinates the submission of documents for appeals.
• Conducts thorough desk audits of difficult cases and prepares comprehensive written results that explain conclusions.
• Identifies and extracts information from a variety of automated systems and software.
• Expertise to resolve complex, controversial and unprecedented issues and problems and foster understanding and acceptance of findings and recommendations
• Applies knowledge to review positions, write in-depth reports of findings related to unique issues, conduct desk audits, and prepare evaluation statements.
• Uses knowledge of, and skill in applying, analytical and diagnostic techniques.
• Must have a knowledge of classification computer programs Position Designation Records (PDR and Fair Labor Standards Act (FLSA) determinations to render a decision on each position submitted.
• Applies qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues
• Participates in meetings (in-person, online, or over the phone) to interpret and correlate policy, procedures, and guidelines related to controversial or contentious actions and recommends solutions.
• Provides technical explanations in layman's terms of complex issues referred by customers and HR staff. Collaborates with customers and reconciles conflicting viewpoints to deliver high quality products and timely service.
• Modifies work methods and approaches when applying OPM, VA and VHA guidance (e.g., Advisories, Information Bulletins, Human Resources Management Letters, etc.) to provide advice on unique positions.
• Recommends changes in program requirements to ensure compliance. Provides standard instructions for use by facility staff, answers questions, and partners with customers to ensure their understanding of all viable options. Uses written and oral communication techniques to develop and deliver briefings and status reports to HR supervisors
• Reviews the content of FS in comparison to requirements and qualification standards and works with customers to ensure an accurate and comprehensive FS is developed. Responsibilities may include making determinations when duties are appropriately categorized in T38, Hybrid T38, or should be submitted for classification under Title 5 rules.

Work Schedule: Monday through Friday, 8:00am-4:30pm or 4/10 Alternate Work Schedule
